Social Housing . RSLs and Local Authorities -- PAS 2035 Retrofit Co ordinators

Social Housing is generally better insulated and maintained than private sector rented housing.  This doesn't mean that there is less to do however, because government expects social housing to lead the way , and there will be a big role for Local Government and RSLs in delivering the Green Deal and ECO.  HECA may also be retained and local carbon targets may become the responsibility of Local Government.

Decent Homes has just about run its course and money is tight so what should you be doing now?

• Know your stock - not just as you think you knew it for Decent Homes but also with energy efficiency and renewable energy generation in mind  -  and make a plan

• Implement maintenance and improvement work in a way that future proofs for energy efficiency.

• Be inventive. Look at what the leaders have done in this area: Gentoo , Black Country Housing, Places for People and Kirklees all provide good examples of what can be achieved.

• Consider different  delivery mechanisms, social enterprises and partnerships.

• Be an expert  -  or employ an expert.

Private Sector Landlords

Private sector landlords have never really had the incentives to improve the energy efficiency of their properties -  but things may be changing.  There are obligations under the 2018 Minimum Energy Efficiency Standards (MEES).

For private landlords then , the same process as above applies:

• Understand the buildings you own.

• Make energy improvements when  the best opportunities arise.

• Make a plan .
