Social Housing is generally better insulated and maintained than private sector rented housing. This doesn't mean that there is less to do however, because government expects social housing to lead the way , and there will be a big role for Local Government and RSLs in delivering the Green Deal and ECO. - Consider different delivery mechanisms, social enterprises and partnerships.

Private sector landlords have never really had the incentives to improve the energy efficiency of their properties - but things may be changing. There are obligations under the 2018 Minimum Energy Efficiency Standards (MEES).
